Summary of Care Worker Recruitment Requirement (Effective from 9 April 2025)

From 9 April 2025, employers who wish to sponsor care workers (under occupation codes 6135 or 6136) to work in England must first engage with their regional care partnership. The aim is to attempt recruitment from the displaced worker pool—a list of eligible care workers already in the UK who need new sponsorship.


You must:

• Request and assess the list of displaced workers provided by the partnership.

• Interview or assess their suitability for the role.

• Keep evidence explaining why the selected worker was found suitable.

Exceptions – When You Don’t Need to Engage the Displaced Worker Pool:

You are exempt from this requirement if:

• The worker is already in the UK and was last sponsored as a care worker or senior care worker.

• The worker has legally worked for you in a care role for at least 3 months on another visa.

• The worker is not being sponsored to work in England.

• The worker is continuing with the same sponsor.


If an exception applies, you must explain this when assigning the Certificate of Sponsorship (CoS), either in the job description or as a sponsor note.
